E-SWAT Versions

There are two different roms for E-SWAT available, version A and version B. Is one a prototype and one the released version? Is one the US version and one the PAL version? There are at least three differences. Version A has a garish "Arrest" graphic at the bottom of the Round Start screen. Version A does not have a timer at the continue screen, while B does. And finally, in version A, your health replenishes when you reach a boss, while that is not the case in B.

I got two European cartridges with both different version (confirmed recently). I can't confirm off-hand which ROM version the USA cartridge has.
