In theory you can do it the same way I made a multi game ROM here: https://github.com/maxim-zhao/smscompetitioncart but it really depends on your goal. Do you want to play on real hardware, with a custom cartridge or Everdrive, or in an emulator?

i'm trying to get it to work on real hardware with a custom cartridge & it is for a friend who has an irrational fear of SD Cards

If it's supposed to be a physical cartridge, an unique item and a gift, the easiest option would be to create a custom circuitry to switch between games when turning the consoles off and on.

I know ichigobankai has done custom multi carts already but I guess the price for a one-off may be quite high.

Unfortunately i'm far too busy at making this...
