license issue of Meka

I have a problem with the term "BSD-like license".
'In'(thanks autocorrection) my opinion the author of the gpl part gives you a limited right for dual license. But "As long as it's not used in a commercial product, of course" means it is not free software. Free Software makes no difference in usage of the software.

Well yes it is a problem. The author of HQ2X clearly didn't understand nor care much about the meaning of GPL. So I guess if you want to make commercial usage you have to remove HQ2X but it's not even working in the 0.8x branch anyway.

MEKA uses code from various authors, marat's Z80 emulator, the fdc765 emulator, etc. and those are not covered by my own BSD-like license terms. Strictly speaking it is rather unfortunate and confusing. Effectively speaking nobody seems to care.

I have no interest to make it prop., my later goal is a port for pkgsrc. But you mixes free with nonfree components in your code. So technical is no valid license, right?
