There are some professional publishers out there, who are specialized to games for classic consoles (Piko, Mega Cat Studios). If they can contact each other, I´m pretty sure that he would finish the game.

He told me it was a very early proof of concept scrolling pitch with some sprites and whatnot.

Even that should be manageable, because the guys at Piko (for example) are programmers. And not to forget, the excellent programmers here at the boards. Why not?^^
