a stupid thing that the german usk rating system that they gave psycho fox a mature rating is i dont know why is this game dose not have voilents in stuff is i find that very weird[/img]

Software that was never rated is automatically 18+ in Germany, if I remember correctly.

That's correct. Even an imported Tetris would be automatically 18+.

It's certainly not a messed up place, and it's fairly reasonable solution (even though a "not yet rated" rating would also work).
The act of telling that a software is a preschool learning game is an act of rating. Prior to rating the game has to have some label. By having a 18+ label by default instead of the a "not yet rated" they encourage rating to happen so that actual 18+ products can't go and pretend to be "not yet rated".

Sorry but this is crazy. Also Amazon, Ebay and many others don't understand the consequences of this decision. This change was made 2003. Now all games without USK, founded 1994(!), should get this sticker and cannot sell without age verificaton, theoretically.
