Please give us more information. The explanation by EmuBoarding in the Sonic topic is very good.
Instead of using the source offset from an emulator, another way to find the palette/color, is by simply searching the roms for the color values.
Meka shows the palette and the palette HEX values in memory.
The first line are colors 0-15 and the 2nd line are the colors 16-31.
For example:
- Open the rom in HxD
- HxD only allows search of only 2 hex values at a time (unfortunately)
- So let's try to find the current palette by searching for color values 05 16
- It will show 11 hits
- Look for lines with similar surrounding values
- There are 2 lines (offsets 38c06 and 46AC2). We found more palette positions now!
- Change the values to the new colors there.
I haven't looked into it further. Street Fighter 2 is a nice game, but i don't know if it's easy to hack. And i'm only a noob hacker :p

Very nice!
Sf2 does not use sprites. So the characters are actually part of the background layer and share the same palette. So if you change the character color the background may change too.
Btw. You can use "Snipping Tool" to make screenshots of the gui (or any part of the screen)
