Phaser gun limited screen area

Howdy,
I finally picked up a Phaser for my SMS. The first one I got off of ebay didn't work at all so had to send it back. This one I just got works...kind of.
Games Test with Phaser:
Rambo III
Rescue Mission
Missile Defense 3D
Symptom:
The gun seems to only shoot around the center area of the TV screen. If I shoot the screen on the left/right/up/down sides of the screen, there are no shot registered and it acts like I'm shooting off of the screen. If I'm blasting away baddies on Rambo III and and get too far past the invisible border, the screen just flickers as if I'm reloading. I've cleaned the lense of the Phaser and have also tried on 2 different CRT TV's with the same results. The really interesting thing is that Missile Defense seems to work just fine?! The first 2 games both have the same issue.
Anyone have any idea's how to even start to trouble shoot this? Is it the gun, the SMS, the games, etc?

Try cleaning the carts first.

Did you try to change brightness and contrast ????
I remember with Wanted, I needed to up those settings
