1. You have a VGM file
2. Rename it to file.vgm.gz
3. Double-click it and see what happens. Hopefully something will open up and let you decompress it.
4. You should now be at file.vgm
5. Put vgmplayer.stub in the same directory
6. In a command window, go to that directory and type "copy /b vgmplayer.stub+file.vgm result.sms"
7. result.sms should work

If you fail at step 3, you can download VGMTool and use its decompress button on the last tab, instead of steps 2 and 3. Or download 7-zip or WinRAR or WinZip etc.

it worked now . many thanks maxim , this was really becoming frustrating!
also 'file' should be the actual vgm file name . :)
is there a way to do a whole playlist and play it or do i have to do this command everytime i want a new vgm to be played?
to point that i love this software from you , really many many thanks ... :)

It only supports one file, sorry. It ought to be fairly easy to support more, especially if using a custom ROM builder, if anyone wants to write a better player.
