Where to get chips and boards for your home made cart parts?

I have noticed that many retailers of third party have generic off the shelf parts.
Today most of everything you have to order online.

rom loaders/dumpers
devices that allows play on other systems.
mod chips
replacement parts.

In the future I hope to construct my own console, accessorie, or device for a system. However many places sell the parts at consumer price. I understand in order for me to get such parts I will have to buy in bulk.
