A Japanese contact got this: (it's not mine unfortunately :)

Label says:

SEGA
TEST CARTRIDGE
+ some kanjis I cannot read (anyone?)

I will see if I can lend this cartridge for dumping (not sure it's possible, but I'll try).

The "kanji" is traditional but here is the simplified version:

品质管理课

Direct translation:

quality manager course

It could very well be more like "quality control checked" or something like that. Go play with popjisyo.

Back when I was more of a classic games collector, I remember hearing about NES test cartridges being found occasionally. I would think that this is the same type of thing; a cart put together for internal use at the manufacturer or a repair shop to quickly verify everything on the console works fine.
