I've also included two versions of the source .it, one with a
size-reduced noise sample and one which has been completely butchered
beyond recognition just so I can shrink that noise sample. Due to the
nature of "Amiga" slides in .it, the noise sample actually has to be
stupidly huge if I'm going to do slides on it. I suspect this doesn't
do any slides with white noise though, so the -clipped version should
sound fine.

So many good things with this. The compositional style is awesome, some of the techniques used with the brief pauses in audio work well too. Some drops of a nice drum hit in those breaks would have added some more 'eppicism' but this is a solid performer. Well worth the listen if you haven't already given it a chance!

HW usage: 9 - since you didn't pack every technique into one phase, this score crept up over the course of the piece
Lyricality: 8 - I dance. Is good sign. Not a 9 or 10 only because there are just too many sections for one to stick in my head as the "core" of the piece.
Flow: 7 - lots of sections again impacts coherence, even if the individual transitions are smooth
Scope: 10 - do I detect... no loop points?!

Criteria:
HW usage: Scoring for limited-channels chip synth is not like scoring for an ensemble. Knowing how to milk the capacity of the chip and use all the channels all the time (within creative intent) without one stepping on another is a science. Knowing how to make the chip sound like it has more channels than it does is an art.
Lyricality: The difference between that vintage console background theme that's stuck in your head 20 years later and the full orchestral next-gen PC soundscape that is amazing but which you can't quite remember 10 minutes later. Does the groove- the heart- the core of the piece stick in your head? Could you reduce it to a memorable sequence of single notes on a piano or square wave?
Flow: Is there variety, or is the track one constantly looped phrase that gets stale? Do sections with various flavors connect smoothly and feel like part of the same piece?
Scope: How much content is there, and for how long? Where does it sound like you were aiming when you made the track? A 30-second loop of cheap BGM, or a piece of performance art?

Aargh, how many tunes is this! Some of them are better than others, there's a lot of cool techniques in here that you don't get on the PSG very much, but the coherence is not great. It feels like a "megamix" of an entire soundtrack that we can't hear.
