Tech Docs Update

All-
I've updated the SMS paging chips document with the new information provided by Leonard Silva de Oliveira.
Also, I've placed a copy of Mike G.'s document describing how to create a 1 Megabit EEPROM cartridge in the Technical Documents area. (Mike, let me know if this is a problem.)

Sorry, but I forgot to mention that the R-Type cartridge I used to make my eprom cartridge has white board.
Also, pin 31 of the 315-5235 is /WR input from Z80. That pin is used to signal the mapper chip that Z80 is triing to
write it's mapper registers.
