Proposal to modify VGM package .TXT file template

Due to many confusion, I'd like to have those lines:
Files created by: xxx
Files version: xxx
Changed to:
Package created by: xxx
Package version: xxx
Many confusion are caused betweeen package version and actual VGM files versions.
Moreever, DEGA is not to up to date to log VGM 1.01, so I'm still getting submission in 1.00 version, but it's not a big problem since I'm updating the headers myself.
