scrolling registers

How do I use the scrolling registers? How does the value I put in the scolling register affect the display?

The background/foreground display is scrolled to the bottom of the value you wrote to VDP register 9.
And it is scrolled to the left (or the right, i forgot, but it doesn't matter and can be tested quickly) of the value you wrote to register 8, which is latched on a line-per-line basis, allowing you to play with the value and make horizontal scrolling effects.
