Better VGM instructions written

Based on some issues with some of the files submitted, and also because I'd been meaning to do it anyway, I wrote some better instructions, including guidance on how to package the files for download.
Read it here, and all feedback is welcome. Also note that there's (possibly) going to be an update to the VGM format to enable people to choose to play music at 50 or 60Hz (or 10Hz or 500Hz... :). It should be easy to add the required information to existing VGM files though. And the development of vgm2mid is great :) I'm sure some of the other guys will be pleased to hear it. Maxim |

It's the latest *public* version. There's issues to be resolved to get the speed changing code working better, before I can release v0.12. Obviously I always use the latest version, it compiles directly into my Winamp plugins folder... Maxim |
