Do they exist? Games that have tiny numbers on the top angled part of the cartridge label... ?

Those are Sega's part numbers for the sticker. Late first party games from 1994-5 have them. These are all the ones I could find when I searched before;

670-4597-50 Daffy Duck in Hollywood
670-5002-50 Disney's Aladdin
670-5210-50 Cheese Cat-Astrophe Starring Speedy Gonzales
670-5346-50 Astérix and the Great Rescue
670-5565-50 Sonic Spinball

Also;

670-4939 Cartridge back sticker

Earlier games almost certainly also had part numbers which were used internally by Sega, but not printed on the sticker.
