The very easiest game I can think of is 20 em 1. Pretty bad and boring for adults, but a good start for very small kids.

Aladdin has unlimited continues and it's a very easy game. Not sure how small the kids are but it also scores on the graphics and sound.

Agreed, double dragon is easy and good for beginners especially two player. Mom or dad can help out while the little one gets the hang of it.
20 spin kicks at the beginning of the last level will allow players to continue.

Rampage is another easy potential two player game.

Hang-On, Ms. Pac-Man, and Bank Panic all have simple controls and are pick-up-and-play and not terribly punitive.

I would like to ask your opinion, at what age do your children start playing video games? Because mine is two years old and he keeps asking me for my phone. What would be the ideal game for a two-year-old?

Taz Mania is very easy.

Bubble Bobble is also a good one for kids.

Sonic Chaos don't have unlimited continues, but it's very easy to get lives and continues.

Asterix have unlimited continues, but it's a long game to finish.

Castle of Illusion don't have unlimited continues, but it have a nice challenge for beginners. Practice Mode is a bit too short, but a nice warn up.

Land of Illusion have unlimited continues, but needs to search special itens. To do it, the kid must be curious and go back to explore each previous stage, or need to read (english) texts to follow the tips to go where is needed to go, or get some guidance.

The Luck Dime Caper have unlimited continues, but it's a bit difficult for beginners in some parts.

When I was a kid, my favorite games were Taz-Mania (the first game I've ever beaten) and Sonic Chaos. I preferred Chaos over Sonic 1 or Sonic 2 because those were too difficult for my untrained hands. Kung Fu Kid was also an option sometimes, but most children dislike its straightforward gameplay.
