Does the Game Gear CPU still run in TV tuner mode?

Someone in the Plutiedev Discord server had a crazy idea: put a 32-bit microcontroller in a Game Gear cartridge for GBA-class visuals and audio, albeit at the GG's lower resolution. I suggested that it could send the video back to the main unit the same way as the TV tuner accessory. But could it receive button presses that way? Or does TV tuner mode use the whole bus and shut down the Z80? Could it be alternated, with TV tuner mode during frame time and normal mode during vblank?
