Games that uses background drawing instead of sprites?

A user recently commented on the Reviews section about the special technique that games like Golden Axe and Altered Beast used back in the day for drawing big sprites on the screen: those weren't sprites, but background drawings! Which SMS games used this technique? Can we sort them with a tag?

Many games use this in places, eg for bosses. Not many use it for literally everything, though, so it's a continuum between always and never using sprites and thus hard to tag.

Mortal Kombat is quite an interesting example .. it draws one character using sprites and the other using the background. Which character uses what technique depends on a couple(?) of factors and generally changes back & forth a number of times during a fight.

Great example for me is "DRAGON: THE BRUCE LEE STORY", only P1 and P2 are sprites, rest is all background, game is very fluid at all.
