Every time i try to load *any* rom, colleco screen comes up and says i need to have the power off before inserting games..the power was off. Does MEKA not run sega games? And the roms i used are compatiable.

Not if you're running Mega Drive/Genesis games, which it sounds like you are. Try Kega.
