[Forums] GMT + 10.5 timezone added

Apparently some of our forum members are in this timezone that is not included in phpBB by default, so I added it. Since you guys are so far ahead, that makes it a little Christmas present.

The fix worked and the time on the forums is now only 8 minutes out to my PC's clock.
