Game hacking

Is it at all possible for a game to be hacked to allow a 2 player mode. eg a 1 player game like the great populous where instead of playing the computer you could play a human opponent. I know its maybe asking a bit much, but I am just wondering it its possible and if its just a matter of having all the game code information available like how people were able to do anything with Quake and even Duke Nukem. .

It is technically possible, but would be *very* hard. I guess rewriting the game from stratch would be even easier.
