in_vgm 0.23 released!

Prompted by the problem with the self-installing file, I decided to release version 0.23 now, although it's really 0.22.01 or something (I have an aversion to multiple decimal points in version numbers, 0.01 is the minimum increment for me).
What's new:
- PSG oversampling
- Channel muting is more persistent
What that means:
- PSG oversampling doesn't do much. I was hoping to get rid of aliasing errors with games using very high frequency notes but it actually makes them worse :(
- If you're trimming VGMs it's sometimes useful to remove channels from the mix and then write them to WAV, to see the looping pattern more easily. Before, you had to try and pause the write to WAV as soon as possible, disable the channels, and resume it; even in the best case you'd have 5 seconds or so of full audio. So that is actually useful to a few people.
