"Web server is down"

most of the times, when we try to enter "smspower.org" in the browser address bar, often appears a kind of server error message saying "Web server is down" - why does that happens, and how that could be fixed?

It seems to be a weird thing with Cloudflare when you enter the address as HTTP instead of HTTPS and/or without the www. Both are supposed to redirect to the correct setting.
