In an interview (translated here), Kotaro Hayashida said the first game he worked on for Sega was Hustle Chumy. However, this game was made by Compile for MSX and then ported to SG-1000. A twitter thread sprung up from Compile developers questioning what he did which I guess sheds some light on things. I'll try to copy/paste here.

曲も結局浜さんのに差し替えはコンパイル側だったわけだし。

Well, I had to change the ROMOS part from MSX for SG-1000, so I guess that's about it for the programme too...
And the song was replaced by Hama-san's in the end, so it was the compilation side.

The SG-1000 version has this:

So... it seems clear the MSX version came first. The SG-1000 version was ported by Masamitsu Niitani, and Kotaro Hayashida was involved somehow; possibly he was in charge of the project from Sega's side, and may have been involved in the graphics conversion. An unknown person called Hama (浜) did the music conversion.
