Help to assemble SMS game I already have pcb and components

hello guys i have some questions about construction of sega master system cartridge if anyone can help ... i already have the pcb and the components but i don't know how to proceed to write in pm7032sl altera i have gq4x but the jtag adapter is U $ 100 a lot Expensive, so what I would need would be a cheaper option to write to pm7032sl? and how can I get the file to write to pm7032sl ? because I’ve been searching and from what I have read pm7032sl can’t be read just copied and only once .. .. Thank you
