I noticed in this GDRI interview with programmer Bob Halliday that he also took credit for the game's sound, which I presume includes this song as well. I've added a credit to him in this pack update.

Looks like that's contested. This discussion on Twitter between GDRI and Nick Alex (MusicFox) brings up the idea that the sound was outsourced to SEGA.

I think it was Bob I talked to a while back, but he contradicts about doing the game's sound for Carmen Sandiego. Apparently, he and the other acted as music directors and Sega Japan did the music/sound effects.

MusicFox suggests Chikako Kamatani as a possibility later on, but just as speculation.
