Realtime / Riverrun development board for Game Gear & Super Ni****do

Found this ISA card on eBay, to control some unknown piece of hardware.
The card is pretty simple so I imagine it wouldn't do much work by itself.
Any information?

Seems to be a ROMulator, 512KBytes+32KBytes. The connector on right would have a cable plug in that has SNES or GG cart edge on other end.
