I'm sure they never seriously started development
LJN was a toy company
they did the Thundercats action figures, the Photon laser guns, etc.
they became an NES publisher a year or two after this and did terrible games, then Acclaim bought them
then the founder left and started THQ, which was basically the exact same company

Higher-res scans at http://www.smspower.org/Scans/LJN-Catalogue-Thundercats - I have them at even higher resolution but I think this is enough.

The only one of those to end up existing was Photon, on the Famicom. (different company, but it would seem reasonable to assume it was the same intended game?)
