I recently did this, had a few issues but got it to work.
First check, your RF adapter may automatically output NTSC if connected to an NTSC TV.

*You would need to change master clock to NTSC one, you can grab one from a MD/Genny
*You got to lift a pin on RGB encoder and tie to to 5V, that makes it work in NTSC mode
*You got to cut color subcarrier line and then feed CPU clock into it. There is a LPF on the line so make use of it, otherwise you'll get excessive "jail-bars"

If you cannot get NTSC master clock oscillator you need to build your own oscillator with NTSC color subcarrier crystal for the RGB encoder, but that way you'll have nastily moving dot crawl artifacts
