Certainly not in Spain. I don't remember a single SEGA or Ni****do console game being sold like that in the 80s or 90s over here.

None of those games are mine, I've got thousands of videogame-related pictures from various sites downloaded in the last 15 years and just found some time to sort the Sega 8-bits blisterpacks ones to post them here.
Btw, even Bill Gates couldn't build such a collection of games in a couple of weeks nowadays...



Well technically since he lives about 2 hours from me and my collection is better than the pics here he could make me an offer I couldn't refuse... lol

For some reason I feel like I saw blister-packed GameGear software in the Toys 'R' Us-type level of shop in the UK right towards the end of its commercial life, when games were more like £15 than £30. I don't recall the same thing happening for the Master System; indeed I have a very specific memory of trawling a bin heavily-discounted cartridges in either a Dixons or a Currys after the Master System had passed the shelf-clearing stage, and everything all just being regular boxes.
