When you modify anything with Resource Workshop, you are decompiling it. This is specifically prohibited in some licence agreements. For example, Netscape 2.02's license says:
You may not...modify, translate, reverse engineer, decompile, disassemble (except to the extent applicable laws specifically prohibit such restriction), or create derivative works based on the Software(Not that Netscape 2.02 is a program you're likely to use, it's just the first example I came across.) This basically says you can't modify anything at all. However, most programs don't bother with this prohibition, and even if they do, just so long as you don't distribute the modified program or expect any kind of technical support (after all, you may mess something up by modifying the program), then this really shouldn't be a problem. And anyway, 99.99% of people just click on [I Agree] without reading the licence anyway. You should also note that it is possible to bypass nag screens in some shareware using Resource Workshop; this is NOT in any way whatsoever at all condoned, recommended, excused or suggested.
