Should do (as far as I'm aware) but the eprom will obviously need to be interfaced to the cartridge port in the correct way. Others on this forum have experience with building custom carts I believe.

Won't the game need to be hacked to add the "TMR SEGA" header at 0x7ff0? I just had a quick look with a hex editor and didn't find it in there, so I'm guessing it won't boot without a hack or bootloader.

Good point, didn't think of the BIOS checks.

I'm not sure how to build a correct header that'll have the right checksum -- I'm sure there are tools, but I haven't used them.
But I opened up Dr. Hello in a tile editor, and the end of the ROM is some sort of checkerboard pattern (alternating $55 and $AA starting at 0x7FC4), so it looks like you might be able to squeeze something in there, though maybe at the cost of graphic corruption. (Perhaps someone enterprising can find a way to reuse the earlier iterations of the pattern.)
BTW I really like this version of the game. In some ways I like it better than Dr. Mario!
