My first SMS unit came with a light phaser that had a clip on "noise filter" type thing. By noise filter, I mean the type of thing that on the end of the cable in this pic: http://www.action-electronics.com/grc/cesaudcab.jpg
Anyway, it was a black octagonal cylinder type shape with "Tonka" embossed on it.
It could be removed by unclipping it, which I did, and eventually I lost it.
I wish I still had it, because I've never seen another one since.
Anyone ever see one of these before?

No, but a similar item did ship with the Power Base Converter for people to put on the cable for the 3D Glasses.
I'd bet Sega/Tonka decided the filter was unecessary and they could save some money by not including it. So it's sort of rare as an accessory to an accessory. ;)

Those things are little iron cores designed to absorb some of the RF emissions from cables, and are sometimes required to pass FCC regulations in the US. Since the light phaser has very little AC stuff going on, it's pretty useless, but it's possible they didn't want to wait around for official tests to be completed to let them avoid it. Here in the non-US, everything either has that thing moulded into the cable or doesn't have one at all. I think only in the US will you find clip-on versions.

These things are called cable supression sleeves, used to supress EMC and RF interference. If you'd really like one, you can pick one up from an electronics shop or component supplier. They're readily available world wide.
