Wow..this is a blast from the past! Nearly 25 years ago.

The problem with the Game Gear version as I recall, was that it proved impossible to synchronise two machines over the link cable for two player races, so in the view of the limited market for Game Gear games it was decided to cancel publication.

I'm afraid any assets would have been deleted or otherwise lost over the years, so I can't offer you anything in that respect.

Was it a port of the released Game Boy version?

That one doesn't appear to have a link mode, just from checking the ROM quickly in an emulator. (would be surprising if it did, from what little I've heard about the GB link cable it sounds more complicated than the GG cable. More handshaking?
I would guess it's release in late 1996 would've put it in only slightly better market position? People say even GB was in a sort of dying position then.

I would take that comment with a pinch of salt. Most likely it wasn't a Gear-to-Gear issue but a problem with the game/engine design?

AFAIK It’s an exact port. Shares the same programmer (and possibly composer and artist).

That game looks sweet. Let's pray for a unreleased eprom surfacing someday. How in the heck would they pull off the mode 7 graphics as the article describes though?
