Did you clean the contacts properly?

- The SC-3000 will never display anything without a cartridge.
- If the sound is a _recurring_ beep, it is emitted by the Basic cart itself when it detect an issue (perhaps with the in-cartridge RAM chip?). the contact and trying multiple times may work out.
- Otherwise it may be the machine itself or the video/audio cable. Which cabling are you using? The SCART plug for the Master System isn't compatible with European SC-3000.

If it is a constant tone that means CPU isn't doing anything. You'll want to clean up the cartslot and check its solder joints. It is not completely straightforward to get the board out for inspection and repairs.
