Can a BIOS be put in a cartridge?

I've been reading how the BIOS on the Master System was really just a ROM that could be switched for any other game-ROM (at the expense of ports accessibility). I'm wondering if the opposite is feasible too? Can a BIOS be put in a cartridge and played?

Yes, but you need to edit it to make it not do the BIOS work, so the original chip can't be used.
